STC (Small-scale Technology Certificates)
The STC program is a federal government rebate that helps reduce the upfront cost of installing solar systems, solar batteries, and energy-efficient heat pumps across Australia.
When you install an eligible system, the number of STCs you receive is based on:
- System size
- Your installation location
- Expected clean energy output — how much energy the system is expected to generate or save up to 2030

Property Ownership
- The applicant must own the property where the solar system will be installed.
- The property value must be under $3 million, based on the council rates notice.
Household Income
- Combined taxable household income must be under $210,000 per year.
- Based on the most recent ATO Notice of Assessment.
Accredited Installer & Retailer
- System must be installed by a Clean Energy Council (CEC) accredited installer.
- Installation must be arranged through a Solar Victoria–approved solar retailer.
Documentation Required
Applicants will be required to submit:
- Proof of identity
- Council rates notice or other proof of property ownership
- Recent ATO Notice of Assessment (or other proof of income)
- Details of the solar system to be installed

Up to $1,400
Heat Pump Rebate
Victoria provides rebates for replacing old electric or gas hot water systems with energy-efficient heat pumps.

- Rebates up to $1,000 when replacing an old system (amount varies by year and government policy)

Eligibility
Property Ownership
The applicant must own the property where the new heat pump system will be installed.
Income Requirement
The combined taxable household income must be under $210,000 per year, based on the latest ATO Notice of Assessment.
Existing System Requirements
The rebate is normally available when replacing an existing hot water system, such as:
- Electric storage systems
- Gas storage systems
- Gas instantaneous units
The installation must improve energy efficiency compared to the system being removed.
System & Installer Requirements
- The heat pump must be listed as eligible under the Solar Victoria program.

Installation must be completed by:
- a licensed plumber, and
- a Solar Victoria–approved retailer
Documentation Required
Applicants may be required to provide:
- Proof of identity
- Council rates notice or other property ownership documentation
- ATO Notice of Assessment (or another document as proof of income)
- Proof and details of the system being removed
- Details of the new heat pump system

Victorian Energy Efficiency Certificates (VEECs) have financial value and can be
traded or used to reduce the cost of installation.
They can also be fully managed by an approved VEU provider such as
